Waduh! Utang Pemerintah Naik Lagi Jadi Rp 1.837 Triliun

Total utang pemerintah Indonesia hingga Januari 2011 mencapai Rp 1.837,39 triliun naik Rp 33,9 triliun dari akhir 2011 yang nilainya mencapai Rp 1.803,49 triliun. Secara rasio terhadap PDB, utang pemerintah Indonesia juga tetap 25% pada Januari 2012.

Jika dihitung dengan denominasi dolar AS, jumlah utang pemerintah di Januari 2012 mencapai US$ 204,15 miliar jumlah ini naik dari posisi di akhir 2011 yang mencapai US$ 198,89 miliar.

Demikian data yang dirilis Ditjen Pengelolaan Utang Kemenkeu yang dikutip detikFinance, Kamis (23/2/2012).

Utang pemerintah tersebut terdiri dari pinjaman US$ 69,25 miliar dan surat berharga US$ 134,91 miliar. Jika menggunakan PDB Indonesia yang sebesar Rp 7.226 triliun, maka rasio utang Indonesia per Januari 2012 tercatat sebesar 25%.

Sementara rincian pinjaman yang diperoleh pemerintah pusat hingga akhir Januari 2012 adalah:

• Bilateral: US$ 2,71 miliar
• Multilateral: US$ 23,55 miliar
• Komersial: US$ 28,82 miliar
• Supplier: US$ 60 juta.
• Pinjaman dalam negeri US$ 120 juta

Sementara total surat utang yang telah diterbitkan oleh pemerintah sampai Januari 2012 mencapai US$ 134,91 miliar. Naik dibandingkan posisi di akhir 2011 yang sebesar US$ 130,97 miliar.

Berikut catatan utang pemerintah pusat dan rasionya terhadap PDB sejak tahun 2000:

• Tahun 2000: Rp 1.234,28 triliun (89%)
• Tahun 2001: Rp 1.273,18 triliun (77%)
• Tahun 2002: Rp 1.225,15 triliun (67%)
• Tahun 2003: Rp 1.232,5 triliun (61%)
• Tahun 2004: Rp 1.299,5 triliun (57%)
• Tahun 2005: Rp 1.313,5 triliun (47%)
• Tahun 2006: Rp 1.302,16 triliun (39%)
• Tahun 2007: Rp 1.389,41 triliun (35%)
• Tahun 2008: Rp 1.636,74 triliun (33%)
• Tahun 2009: Rp 1.590,66 triliun (28%)
• Tahun 2010: Rp 1.676,15 triliun (26%)
• Tahun 2011: Rp 1.803,49 triliun (25%)
• Januari 2012: Rp 1.837,39 triliun (25%)

Presiden Susilo Bambang Yudhoyono (SBY) terus mengingatkan para menterinya untuk tegas mengurangi utang luar negeri. SBY meminta pelunasan utang lebih digencarkan lagi.

SBY meminta persentase utang pemerintah terhadap PDB di 2014 harus ditekan menjadi paling besar 22%. SBY juga meminta dengan tegas agar tiap tahun jumlah utang yang dibayar harus lebih besar dari jumlah utang yang ditarik oleh pemerintah.

Di 2012, pemerintah masih mengandalkan utang untuk membiayai kekurangan anggaran. Rencananya, pemerintah ingin menarik utang baru Rp 250 triliun.

SBY mengakui jumlah nominal utang pemerintah Indonesia terus naik. Namun rasionya turun bahkan sangat rendah dibandingkan negara-negara maju di Eropa dan Asia.
